Wait to submit second remedial until applications are completed?

I am pending a DQ right now, but on the dodmerb portal it says that I can't be submitted for waiver consideration until I complete a second remedial. I have all of the records ready for the remedial, all I need to do is send them in.

The USMA medical instructions pdf says "if you are not competitive for an offer of appointment, either after evaluation or because you
have not completed your portions of the application, you will not be considered for a medical waiver".

Does this mean...
