Asthma DQ Appeals Process

My DS received an email indicating the he has been disqualified from USNA and NAPS due to the use of an inhaler at 14 at the start of his football athletic season. He was never diagnosed with asthma by his doctor. The only records provided to DoDMERB were prescription history. My wife requested additional prescriptions at his annual physical at 15 and 16 but he did not use them.
Does he have the ability to take a challenge test and submit the results to appeal the DQ decision?
